Neighborhood Social Contracts
--The Institute for the Study of Civic Values has been helping neighborhood groups, the City of Philadelphia, and the School District negotiate social contracts that define mutual
responsibility for meeting shared goals. We use the Preamble to the Constitution to define the civic values behind these social contracts. It has been a powerful tool for bringing diverse groups
together.
